I live in south korea.Can i apply for a visa for a person who lives in Africa?
Are you a foreigner living in S. Korea, or a Korean citizen? If you are a citizen, you can only sponsor the person if they are a family member. If you a a foreigner, then no, you can not get them a visa. But Korea is a very easy country to get into with a 3 month tourist visa. Tell the person to go to the nearest Korean consulate and apply for a 3 month tourist visa. they need to bring their passport, 2 passport photos, and about $50 USD for a processing fee. the visa can be obtained in one day.

You can't apply for someone, but you can sponsor a person who is applying for a South Korean visa, in fact, it's mandatory that a person who is applying has a sponsor here in South Korea.
