If your friend would pick you up at the airport,and you could stay with his/her family, you should not be 18 yrs. old. If your friend would not pick you up or stay his/her family, you should least 18 yrs. old and need some Japanese skill. Anyway you shoul prepare anything you can. That makes your stay better.

i'd say 18 is a good age to go, but the legal age to do anything(smoke, drink etc) is 20. You may want to wait till 20 if you're a smoker. Although most of the age laws are very lax, they are somewhat making it harder for underage kids to get to those things. just my advice.
Well, the best thing is to find a host family in Japan, you can contact Japanese Universities by email and they can advise you. If you success in that the host family will take care of you and they will pick you up from and to the Airport.
